Mamta Yadav Appointed Director Information J&K Amid Major Administrative Reshuffle
49 IAS and JKAS officers transferred in major bureaucratic overhaul; several key departments and districts get new heads

Srinagar, Oct 7: The Jammu and Kashmir Government on Wednesday ordered a major administrative reshuffle involving 49 IAS and JKAS officers, bringing significant changes across the senior bureaucracy, key departments and several districts. Among the prominent appointments, Mamta Yadav, IAS (AGMUT: 2021), has been posted as Director, Information, J&K, marking her formal entry into a key position overseeing the Union Territory’s information and public relations machinery.
The reshuffle, ordered by the General Administration Department, comes with changes at multiple levels of the administration, including senior secretarial assignments, divisional and district-level postings, municipal bodies and development authorities. The order also assigns additional charges to several senior officers as part of a broader reorganisation of the administrative setup.
Mamta Yadav, a 2021 batch IAS officer belongs to the AGMUT cadre and holds a B.Sc. (Hons) in Physics from Hindu College, University of Delhi. Born on April 26, 1997, Yadav entered the IAS through direct recruitment and has served in administrative assignments in Delhi and Arunachal Pradesh. She has served her tenure as Sub-Divisional Magistrate, Najafgarh, besides her subsequent service as a Deputy Commissioner in the Municipal Corporation of Delhi.
Her transfer to Jammu and Kashmir was ordered earlier this year under an inter-UT movement of AGMUT-cadre officers. The Delhi Government subsequently relieved her to enable her to take up her assignment in J&K, with the relieving order issued in pursuance of the Ministry of Home Affairs’ transfer order dated July 9, 2026.
Her appointment as Director, Information, J&K now places her at the helm of the department responsible for disseminating government information, coordinating official communication and facilitating interaction between the administration and the media. The posting assumes particular significance given the expanding role of public communication, digital outreach and information dissemination in governance. The Director, Information post had earlier been held by Shreya Singhal, IAS, who has now been posted as Deputy Commissioner, Ganderbal.
The latest reshuffle has also brought substantial changes among deputy commissioners and other field-level officers. Minga Sherpa has been posted as Deputy Commissioner, Jammu; Abhishek Sharma as Deputy Commissioner, Kupwara; Dr Rupesh Kumar as Deputy Commissioner, Samba; Jatin Kishore as Deputy Commissioner, Budgam; Shreya Singhal as Deputy Commissioner, Ganderbal; Ananth Dwivedi as Deputy Commissioner, Udhampur; and Dr Devansh Yadav as Deputy Commissioner, Rajouri.
At the senior administrative level, Shaleen Kabra, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, has been given additional charge of Administrative Secretary, Revenue Department. Dr Ashish Chandra Verma has been posted as Financial Commissioner (Additional Chief Secretary), Agriculture Production Department, while Saugat Biswas has been posted as Commissioner/Secretary, Health and Medical Education Department.
The reshuffle has also changed the leadership of several important institutions. Vikas Kundal has been appointed Divisional Commissioner, Jammu, with additional charge of Additional CEO, Jammu Metropolitan Regional Development Authority; Ayushi Sudan has been posted as Commissioner, Jammu Municipal Corporation; Basharat Qayoom as Commissioner, Srinagar Municipal Corporation; and Shrikant Balasaheb Suse as Chairman, J&K Services Selection Board.
Among other notable appointments, Akriti Sagar has been posted as Managing Director, J&K Tourism Development Corporation, with additional charge of CEO, J&K Economic Reconstruction Agency; Athar Aamir Ul Shafi Khan as Managing Director, National Health Mission, J&K; Rakesh Minhas as CEO, State Health Agency, J&K, with additional charge of MD, Ayushman Bharat Digital Health Mission; and Pranjal J. Hazarika as Director, J&K Archives, Archaeology and Museums.
The government has also made a number of JKAS-level changes, including the appointment of Kuldeep Krishan Sidha as Deputy Commissioner, Pulwama, Charandeep Singh as Deputy Commissioner, Shopian, Sachin Jamwal as Additional Deputy Commissioner, Kathua, Sushil Kesar as Additional Deputy Commissioner, Reasi, and Irfan Bahadur as Assistant Commissioner (Revenue), Budgam.
The comprehensive reshuffle is expected to bring a fresh administrative configuration across the Union Territory, with changes extending from the Secretariat and major institutions to district administration and field-level governance.
