SRINAGAR: Holiday on account of ‘Shab-i-Miraj’ shall be held on Thursday instead of February 7, government announced on Monday.  

“In partial modification of Government Order No. 1582-JK(GAD) of 2023 dated: 11.12.2023, it is hereby ordered that the holiday on account of Shab-i-Miraj shall now be observed on 08th of February, 2024 (Thursday) instead of 07th of February, 2024 (Wednesday), in the Union territory of Jammu and Kashmir,” the government said in an order, a copy of which lies with GNS. SRINAGAR: Government of Jammu and Kashmir Thursday announced winter vacations for colleges falling in Jammu and Kashmir divisions. 

While the GDCs in Kashmir Division and Winter Zone of Jammu Division will observe the vacations from December 27, 2023 upto February 14, 2024, the GDCs of Jammu Division falling under Summer Zone, as per an order, a copy of which lies with GNS, will observe the vacations from January 1, 2024 upto January 10, 2024. SRINAGAR: The Administrative Council (AC), which met under the chairmanship of the Lieutenant Governor, ManojSinha, accorded administrative approval for transfer of land for various public purposes.

Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor; Dr. Arun Kumar Mehta, Chief Secretary, and Dr. Mandeep Kumar Bhandari, Principal Secretary to the Lieutenant Governor, attended the meeting.

These include land transfer for establishment of Industrial estates Redbug, Kupwara; Munsif Court, Qazigund Anantnag; establishment of police post at Moochwa, Budgam; setting up of Jawahar Navodaya Vidyalaya (JNV) at Zainpora, Shopian; establishment of National Disaster Response Force (NDRF) Battalion Headquarters in district Samba and establishment of Indian Council of Medical Research, National Institute of Virology (ICMR – NIV), North Zone Unit at Jammu.

The Administrative Council approved transfer of land measuring 85 Kanals in favour of Industries & Commerce (I&C) Department, J&K for establishment of Industrial Estate at Redbug Kupwara. The Industrial estate shall be developed at a project cost of Rs.668.25 lacs and is expected to generate direct employment opportunities for both skilled and unskilled labour, while also providing indirect employment avenues for local vendors and youths.

In another proposal, approval was granted for the transfer of land measuring 20 Kanal at Wanpoh Qazigund, Anantnag for establishment of Munsif Court Complex. The new Munsif Court Complex shall ensure better facilities to Judicial Officers, Litigants, Advocate as well as general public.

Approval was also granted for the transfer of land measuring 90 Kanals& 10 marlas, situated at Zainapora, Shopian in favour of School Education Department for establishment of JawaharNavodayaVidyalaya (JNV). Setting up of JNV shall ensure a marked improvement in the educational environment for better future prospects of children.

In order to bolster disaster preparedness, AC approved the transfer of State land measuring 568 Kanals in District Samba in favour of National Disaster Response Force (NDRF), MHA GoI, for establishment of Battalion Headquarters. Given Jammu and Kashmir's susceptibility to various disaster risks, the presence of National Disaster Response Force (NDRF) becomes crucial, aligning with both public and national interests. Currently, the 13th Battalion of NDRF designated for J&K and Ladakh operates from Ladhowal in Punjab, with temporary arrangements in place.

Besides, approval was also given for transfer of land measuring 41 Kanals& 04 marlas, situated in Jagti, Nagrota, Jammu in favour of Indian Council of Medical Research (ICMR), National Institute of Virology, Department of Health Research, Ministry of Health & Family Welfare, GoI, Pune for establishment of ICMR – NIV, North Zone Unit.

The establishment of a National Institute of Virology (NIV) unit in Jammu shall play a pivotal role in addressing virus disease outbreaks by employing epidemiological and diagnostic tools. Besides, it shall also provide referral diagnostic services to individuals, community, medical colleges & research institutions.

SRINAGAR: The Government of Jammu and Kashmir on Monday said that, keeping with its avowed policy of zero tolerance for corruption and misconduct by the employees, ordered removal of Ruquiya Akhter, Watch and Ward Woman of the erstwhile J&K Legislative Council presently under the control of the Department of Law, Justice and Parliamentary Affairs, from service.

In a handout to GNS, the Government said that the employee has been removed from service  in terms of Clause (vii) of Rule-30 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, as the said official was found to have committed misconduct and gross violation of the provisions of Jammu and Kashmir Government Employees (Conduct) Rules, 1971. 

It was proved in enquiry proceedings that while official was deployed in the office of Advocate General, J&K, a fake appointment order was circulated and she received huge sum of money in her account by luring innocent candidates with promise of getting government job. 

The enquiry Officer concluded that the charges framed against the official have been fully established. This removal from service under aforesaid rule shall not entitle her for any pensionary benefits. The order of removal of official shall be a deterrent for other employees who are indulging in corrupt practices, reads the statement. (GNS)

SRINAGAR: The Government of Jammu and Kashmir has frozen the boundaries of Districts, Tehsils, Municipalities, Towns, Revenue Villages and other Administrative units till completion of Census 2021.

A notification issued by Planning, Development and Monitoring department in this regard reads, “In exercise of the powers conferred by clause (iv) of rule 8 of the Census Rules, 1990 and in supersession of earlier notifications issued on the subject, the Government of Jammu and Kashmir hereby freezes the boundaries of Districts/Tehsils, Municipalities, Towns, Revenue Villages and other Administrative units in the whole Union territory of Jammu and Kashmir w.e.f 01.01.2024 till completion of Census, 2021”.

SRINAGAR: Authorities have suspended a government employee in Pulwama found drawing salary from two departments.

As per news agency, Kashmir News Observer (KNO), an official of the FCSCA Department said that they received a complaint from ACB as well as from other quarters against a Fair Price shop dealer in Sail Awantipora named Javid Ahmad Bhat.

It was alleged that Bhat was working in Srinagar Municipal Corporation since 2002 and was simultaneously working in FCSCA Department Pulwama as Fair Price Shop dealer till 2017 before managing to transfer the license in the name of his daughter Asiya Javid.

He said that Assistant Director FCSCA Pulwama in order to confirm the contents of the complaint took up the issue with the Commissioner SMC Srinagar and Manager JK Bank Branch Balgarden.

"While perusing the service records of the above person, it came to fore that Javid Ahmad Bhat son of Mohammad Shaban Bhat of Chersoo Awantipora has changed his name to Reyaz Ahmad Sheikh son of Bashir Ahmad Sheikh of Narwara Safa Kadal Eidgah Srinagar. The

a photograph attached with his service book at SMC Office has authenticated that Javid Ahmad Bhat and Reyaz Ahmad Sheikh are one person," he said .

He said that Bhat has caused loss to state exchequer by withdrawing commission from FCSCA Department and monthly salary from SMC Kashmir.

"He cannot hold two offices at one time and is liable for criminal prosecution," the official added. He said that the first FPS license Sail Awantipora in the name of Asiya Javid was placed under suspension and her monthly quota was diverted to the nearest sale centre.

He said that a show cause notice was also served to the accused to prove his point but his answer wasn't satisfactory and the department has ordered for cancellation of the licence.

He added that the department has written to SSP crime as well to recover the amount he has withdrawn illegally.

He said that the licence has been cancelled as it was issued by fraudulent means. (KNO)

SRINAGAR: The government on Wednesday informed the Parliament that since 2018, over 1000 militants have been neutralized in Jammu and Kashmir.I

n a written reply Minister of State for Home Affairs Nityanand Rai informed Rajya Sabha that 174 civilians, 308 security personnel, and 1002 militants were killed in 761 militant attacks in Jammu and Kashmir between 2018 and 2022.

The reply in black and white read that 35 civilians were killed in 626 encounters occurred between 2018 and 2022.

The government added that the number of security personnel killed during the same period remained at 308 and 1002 militants were also killed by security forces.

The minister also said that the Ministry of home affairs administers a central scheme for assistance to civilian victims, families of victims of militants, communal, LWE violence and cross-border firing and mine or IED blasts on Indian territory for providing gratuitous assistance to the affected civilians as an immediate help for the sustenance and maintenance of the families of the victims. SRINAGAR: The government in Jammu Kashmir is mulling to allow the traditional 8th Muharram procession that remains banned since the onset of militancy in the erstwhile state in the early 90’s.

Reliable sources told the news agency Kashmir News Trust that the first round of meetings between the Shia leaders and Divisional Administration Kashmir ended on a positive note and there is every possibility that the district administration of Srinagar will not impose any restrictions on the 8th Muharram procession.

They said some officers in the Divisional Administration are keen to allow the traditional 8th Muharram procession from Shaheed Ganj to Dalgate.

One of the Shia leaders who was part of the meeting said that the first round was successful and another meeting will take place in a day or two.

He said that Government may also allow the Ashoora procession if everything culminates peacefully on the 8th Muharram.

The two major processions of 8th and 10th Muharram were banned in 1989 by the then Governor Jagmohan after militancy broke out in the Valley. Only small mourning rallies and processions are allowed in a few areas with a sizeable Shia population.

When contacted a top official on condition of anonymity said that a decision in this regard will be taken in the coming days. He said it will be surreal to comment on the issue.  

Meanwhile, Srinagar Mayor Junaid Azam Mattu appealed to the government to allow Muharram processions on traditional routes. “If there is normalcy then why restrict these processions? We know there is normalcy and this time mourners will be allowed to take out processions,” he said. (KNT)

SRINAGAR: A day after Jammu and Kashmir Police detained a group of separatists and former militants at a Srinagar hotel, the All Parties Hurriyat Conference on Monday said it was neither any event of group nor was Hurriyat leadership aware of it.

On Sunday evening, police said a search was conducted on basis of credible info about meeting of some ex-terrorists of JKLF and erstwhile separatists in a hotel in Srinagar.

“They were brought to Kothibagh PS (police station) for verification. Inquiry has started, prima facie it came out that they were planning to revive JKLF & hurriyat,” a police tweet said on Sunday evening.

While the police did not divulge the number of those detained by police, sources said over two dozen members of Hurriyat and its constituents had assembled in the hotel, who were later detained. It is learnt that the group assembled for a seminar was being organised by an affiliate of the Hurriyat Conference .

In a statement APHC on Monday said that it wants to make it clear that those who attended this lunch, went in their individual capacity, and not as members of Hurriyat.
“It was not any Hurriyat event nor was Hurriyat leadership aware of it. In fact it is through media that Hurriyat became came to know about it. So to attribute motives to Hurriyat in this regard is mere speculation and totally baseless,” the statement said. (UNI)

SRINAGAR: Renowned cleric Aga Syed Hasan Almosvi Alsafvi Monday alleged a lack of foolproof arrangements for the observance of the upcoming Muharram in Kashmir Valley.
 
 Accusing the government of ‘bias and discrimination,’ Aga Syed Hasan said that government is not keen to make arrangements for the Muharam that is going to start in a week’s time. “For Amarnath yatris arrangements are made months before. It’s good that such arrangements are made for Amarnath pilgrims and we are happy but at the same time it is disturbing to see the discriminatory approach from the government,” he said adding that arrangements should not be made on the basis of religion.
  
“We need an uninterrupted power supply, clean drinking water, and sanitation but such arrangements are missing. There is cold response from the government,” he claimed.
  
Aga Syed Hasan as per the news agency Kashmir News Trust appealed to the government to completely lift the ban on Muhammarm processions. “If there is peace and stability then why Muharram processions are being banned. We expect that government this time will allow Muharram processions,” he said.
  
Aga Syed Hasan also highlighted the problems and grievances being faced by the people of Budgam district. He said scores of people visit him with their grievances. “People face multiple problems and there is nobody to listen to them. On the one hand, much hype is being given to so-called development, and on the other, grievances are not being addressed,” he said adding that some educational institutions in Budgam are understaffed and some are headless.
  
He said 150 bedded hospital was recently approved by the government for the Bdugam district despite the fact that people had demanded 500 bedded hospital. [KNT]
