<p>“Incriminating materials, arms &amp; ammunition including 01 AK 56 rifle with 3 Magazines, 75 rounds of 7.62 x 39 mm, 01 Glock Pistol with 2 Magazines, 26 Rounds of 9 mm and 06 Chinese grenades were recovered from their possession. During preliminary investigation, it was found that the apprehended individuals were linked with the proscribed militant outfit JeM,” reads  the statement. </p>
<p>“In this regard, a case FiR No.31/2024 under section 18, 23, 39 UAPA, 7/25 Arms Act and 120b of the IPC has been registered in Police Station Nowgam and further investigation is in progress,” the statement reads further. (GNS)</p>]]></content:encoded>

<p>“On 04/02/2024, specific information was received from investigation agencies in Jammu &amp; Kashmir that one Riyaz Ahmad Rather S/o Gh Rasool Rather R/o Village New Gabra Tehsil Karnah District Kupwara, J&amp;K is wanted in the recent terror module case busted by them, wherein five persons were arrested and incriminating material including 5 AK rifles (short), 5 AK Magazines, 16 short AK rounds were recovered. In this regard, a Case FIR No: 07/2024 US 120B IPC, 7/25 Indian Arms Act, 13, 18, 20, 23, 38, 39 of UA (P) Act, Police Station-Karnah, Kupwara (J&amp;K) was registered and under investigation”, reads the statement. </p>
<p>“These arms and ammunition were sent by POK based LeT Terrorist handlers namely Manzoor Ahmad Sheikh @ Shakoor S/o Wali Mohammad Seikh R/o Gabra Karnah and Qazi Mohammad Khushal S/o Qazi Syed Yaseen R/o Dhanni Karnah. Both were operating from across the border. Further, it was informed that the alleged Riyaz Ahmad is absconding and would shortly reach New Delhi Railway Station in the wee hours”, reads the statement. </p>
<p>“Sensing the gravity of the matter, a team comprising of Insp. Vishwanath Paswan SHO/NDRS, SI Naseeb Singh, ASI Yadram, ASI Sushil, HC Jaiveer and HC Gaurav were constituted and immediately deployed at all the entry/exits and strategic points of New Delhi Railway Station. The alert staff acted promptly and identified the alleged Riyaz Ahmad in the crowd and apprehended him, when he was trying to flee from Exit Gate no 1, of New Delhi Railway Station in the early morning hours. The alleged was subjected to intensive interrogation, and it was revealed that he along with his friend Altaf had boarded Mahakaushal Express from Jabalpur and reached Hazarat Nizamuddin railway station at about 3:00 PM on 03.02.2024. From there they took an auto and reached NDRS. Riyaz Ahmad Rather was about to go to some other hideout.”</p>
<p>“Alleged Riyaz Ahmad is suspected of having received a consignment of arms and ammunition from Khursheed Ahmad Rather S/o Lt Mohd. Yousuf Rather R/o New Gabra Karnah Kupwara J&amp;K and Ghulam Sarwar Rather S/o Mohd Yousuf Rather R/o New Gabra Karnah Kupwara both already arrested by J&amp;K Police.  Accused Riyaz Ahmad and his friend Altaf have been retired from Indian Army on 31.01.2023”, the statement reads. </p>
<p>“One mobile phone and one SIM card has been recovered from his possession. Accused Riyaz Ahmad has been arrested under appropriate sections of law and Police Officials of concerned Police Station of J&amp;K have been informed for further necessary action at their end”, reads the statement adding further investigation is continued to unearth the whole conspiracy. <p>"The consignments so dispatched to this side from across were thereafter delivered to other terror associates who were in contact with Zahoor Ahmad Bhat and the said handlers as well", reads the statement. </p>
<p>"Based on the further leads, four more terror associates namely Khursheed Ahmad Rather S/o Lt. Mohd Yousuf Rather R/o Gabra, Karnah; Mudassir Shafiq S/o Shafiq Ahmad R/o Gabra, Karnah; Ghulam Sarwar Rather S/o Mohd Yousuf Rather R/o Gabra Karnah and Qazi Fazal Illahi S/o Qazi Mohammad Anwar have also been arrested, arms and ammunition and other incriminating material recovered from them including: AK Rifle (Short) = 05 No, AK Magazines = 05 No, Short AK Rounds = 16 Nos", reads the statement. </p>

He was also involved in the 2000 Kothibagh IED blast, in which 14 people, including 12 police personnel, were killed and had remained associated with the proscribed terror outfit HM and later on with the terror outfit Al-Badr. <p>“Special police teams were  constituted to search for this suspect and then to take a legal action,” he said. After systemic efforts, he said, one vehicle (JK18B-4852) was zeroed in. </p>
<p>“The credentials  of the vehicle was sought and it came to fore that this vehicle was being used  by one Dr. Rubani Bashir son of late  Bashir  Ahmed Dar of Ashmuji Kulgam,” he said, adding, “Accordingly police naka was established at Ashmuji and Dr Rubani was arrested.” When he was put to sustained questioning, the police officer said, Dr Rubani disclosed his code name as Dr Sabeel.</p>
<p>Dr. Rubani is a PHD scholar from Central University of Kashmir and has also applied for job as assistant professor there, he said.</p>
<p>“During questioning Dr Rubani Bashir disclosed that he has been associated with Jamat-e-Islami from his student days and he has been its member in student wing ( IJT) Islamic Jamat ul Tulbha for 14 years and later on has been a full-fledged member  of JEI, he said, adding, “The basic modus operandi of Dr Sabeel was to work for (militant) organization  of HM/JeM  behind the curtain. He used to identify the youngsters, motivated them, funded them and then made them ready to join  (militant) organizations.”</p>
<p>During preliminary investigation, he said, it came to fore that Dr Subeel  motivated  two youngsters  and had made them join the militant ranks. “On the disclosure of Dr Rubani Bashir two OGWs of HM /JeM were arrested.”</p>
<p>Among those arrested include a 17-year-old of Ashmuji  Bhan  who works as labour and another a 22-year-old Tariq Ahmed Naikoo alias Chawla of Check  Wattoo  Aharabal who also works as labour, the officer said.</p>
<p>On disclosures by Dr. Rubbani, he said,  one Pistol (Chinese )  along with Magaz and  nine 9mm live rounds  were recovered.</p>
<p>Similarly, he said,  on the disclosure of  two other accused, one AK 47 magazine and 29 live rounds besides one grenade (Chinese) were recovered.  </p>
<p>“In this connection FIR No 143/2023 u/s 13,18,18-B,39/UA(P) Act, stands registered in  Police Station Kulgam,” he added. (GNS)</p>]]></content:encoded>
