                <title>Six Dumpers Among 12 Vehicles Seized in Handwara Mining Crackdown</title>

                                    <content:encoded><![CDATA[<a href="https://www.dailyheadlinestoday.com/regional-news/six-dumpers-among-12-vehicles-seized-in-handwara-mining-crackdown/article-9035"><img src="https://www.dailyheadlinestoday.com/media/400/2026-06/img-20260606-wa0003.jpg" alt=""></a><br /><p>Kupwara,Jun,06: In a significant crackdown on illegal mining and unauthorized transportation of minerals, the Geology and Mining Department Kupwara seized 12 vehicles during a special enforcement drive conducted across the Handwara subdivision over the past two days.</p>
<p> </p>
<p>Speaking to Headlines Today, the Area Incharge Officer said that the drive was launched on the directions of the District Mineral Officer (DMO) Kupwara to curb illegal mining activities in the region.</p>
<p> </p>
<p>"Despite limited manpower, our team is working round the clock to prevent illegal extraction and transportation of minerals across the Handwara subdivision," the officer said.</p>
<p> </p>
<p>During the operation, officials seized four tractors, two tippers and six dumpers from different locations. Six dumpers were confiscated on the Bangus Road for allegedly transporting minerals in violation of mining regulations.</p>
<p> </p>
<p>The department also recovered Rs 3,40,477 as penalties from the vehicle owners for violating mining laws and transportation norms.</p>
<p> </p>
<p>District Mineral Officer Kupwara said the action forms part of an ongoing campaign aimed at curbing unlawful mining activities and ensuring strict compliance with environmental and mining regulations. He added that all seized vehicles have been taken into custody and further legal proceedings are underway.</p>
<p> </p>
<p>"I am satisfied with the dedication shown by our field staff, who are doing an excellent job in tackling illegal mining activities in Langate and Handwara despite manpower constraints," the DMO said.</p>
<p> </p>
<p>He appealed to the general public to cooperate with the department in protecting the environment and safeguarding the district's water resources, which he described as the lifelines of Kupwara.</p>
<p>As part of the drive, the enforcement team also blocked several unauthorized routes near Nallah Talri in the Chalpora area of Rajwar, where illegal extraction activities had reportedly been taking place for the past few days.</p>
<p> </p>
<p>The DMO warned individuals involved in illegal mining that strict action would be taken under the provisions of the Mining Act against anyone found violating the law.</p>
<p>The department reiterated its commitment to continue regular inspections and enforcement drives to prevent illegal mining and ensure the sustainable use of natural resources in the district.</p>]]></content:encoded>

<p>Stressing that the Yatra is a sacred spiritual journey, the Secretary called upon all stakeholders to perform their duties with dedication and a spirit of service. He said Shri Amarnath Yatra ji is not merely a pilgrimage but a sacred journey of faith, demanding our utmost commitment to cleanliness, dignity and service.</p>
<p>He added the objective is to make the Amarnath Yatra a “Swachh Yatra” by ensuring clean routes, hygienic sanitation facilities, and efficient waste management systems for pilgrims. </p>

<p>The Secretary directed executing agencies to expedite ongoing works and ensure that all facilities are fully operational well before the commencement of the Yatra. He also emphasized timely mobilization and verification of the sanitation staff being deployed for sanitation operations, maintenance, cleaning and waste management.</p>
<p>Reviewing departmental responsibilities, he stressed close inter-departmental coordination to ensure uninterrupted availability of water, electricity, desludging services, and other essential utilities at all camp locations.</p>

<p>The Secretary also directed designated Nodal Officers to closely monitor infrastructure deployment and promptly address any bottlenecks. Highlighting environmental concerns, he called for scientific disposal of animal carcasses, proper management of mule dung and biomedical waste, and advance placement of sanitation equipment, including at the Holy Cave area.</p>

<p> </p>
<p>Chief Judicial Magistrate Abdul Bari found Ghulam Mohi-ud-din Dar, a resident of Samson Khanshaib in Budgam, guilty under Section 138 of the Negotiable Instruments Act for issuing two cheques totaling ₹1.04 crore that were dishonoured due to "insufficient funds."</p>
<p> </p>
<p>The case dates back to December 2015 when the complainant, Abdul Rehman Wani, a retired government employee from Goshbugh in Baramullah, agreed to purchase a strip of land measuring 14 kanals and 3 marlas from the accused. The accused allegedly presented himself as the power of attorney holder for the land's owner, a person named Jawhar Lal.</p>
<p> </p>
<p>Trusting the accused, Wani paid the entire sale consideration of ₹1.04 crore — partly in cash and partly through bank transfers. The money came from his pensionary benefits, sale of his own agricultural land, and a loan from a friend. However, Wani later discovered that the power of attorney was fake and the accused's name had been manipulated.</p>
<p> </p>
<p>When confronted, Dar issued two cheques — one for ₹50 lakh and another for ₹54 lakh — toward repayment of the amount. Both cheques were presented to the J&amp;K Bank branch in Budgam on September 26, 2016, but were returned unpaid with the remark "Funds insufficient."</p>
<p> </p>
<p>Despite receiving legal notices, the accused failed to make the payment, forcing Wani to approach the court.</p>
<p> </p>
<p>During the trial, Dar claimed that the two cheque leaves had been lost from his pocket while travelling to Srinagar in June 2016. He said he had lodged a police complaint and asked the bank to stop payment. However, the court found his defence unconvincing.</p>
<p> </p>
<p>The accused himself admitted in cross-examination that the bank account and signatures on the cheques were his. He could not point out any discrepancy in the handwriting, amount, or dates on the cheques.</p>
<p> </p>
<p>The court noted that the bank manager had testified that no written stop-payment application was available in branch records — only a digital entry existed. Moreover, the cheques were dishonoured due to "insufficient funds," not "payment stopped."</p>
<p> </p>
<p>The testimonies of the accused's witnesses were described by the court as "vague, inconsistent and lacking in material particulars."</p>
<p> </p>
<p>While convicting Dar, the court relied on Supreme Court precedents, noting that once execution of a cheque is admitted, a legal presumption arises that it was issued toward discharge of a liability — a presumption the accused failed to rebut.</p>
<p> </p>
<p>The court sentenced Dar to one year of simple imprisonment and imposed a fine of ₹1.87 crore — comprising the cheque amount of ₹1.04 crore plus 6% interest from the date of issuance of the cheques, calculated at ₹83,21,027. If the accused fails to pay the fine within one month after the appeal period, he will face an additional three months in jail.</p>
<p> </p>
<p>The accused was immediately forwarded to the Superintendent of Central Jail, Srinagar, to serve his sentence.</p>]]></content:encoded>

<p>The meeting was attended by Chief Operating Officer, Himayat, Rajneesh Gupta, State Project Manager, Sajad Choudary, officers of the Himayat Mission Management Unit (HMMU), and representatives of various Project Implementing Agencies.</p>
<p>During the meeting, the performance of each PIA engaged under the first phase of DDU-GKY 2.0 (HIMAYAT 2.0) was reviewed in detail, with particular focus on training completion, placement performance, retention, and the quality of employment opportunities being offered to rural youth.</p>
<p>The Secretary observed that while most PIAs had substantially achieved their training targets, the immediate priority now remains achieving the mandated placement targets under the scheme.</p>
<p>The meeting was informed that under DDU-GKY 2.0, a total target of 2,248 candidates has been sanctioned for the financial year 2025–26, against which 1,615 candidates have already been trained, while 650 candidates have been placed so far.</p>
<p> </p>
<p>Emphasizing that HIMAYAT is fundamentally a placement-linked programme aimed at generating sustainable livelihoods, the Secretary directed all PIAs to make focused and result-oriented efforts toward ensuring quality placements for trained candidates.</p>
<p>While appreciating the efforts of agencies in commencing training programmes and generating placements, he stressed the need to further improve training quality and ensure sustainable employment outcomes.</p>
<p>The Secretary emphasized that placement should not be limited to the issuance of appointment letters, but should ensure that candidates remain employed, perform effectively, and sustain their livelihoods over time.</p>
<p> </p>
<p>Highlighting the importance of reducing attrition among placed candidates, he directed agencies to provide proper counselling, continued support, and conducive facilities to trainees.</p>
<p>Calling for greater accountability, the Secretary stated that the credibility and reputation of implementing agencies would ultimately depend on the successful completion of training programmes and the long-term success of candidates in the workforce.</p>
<p>He further urged agencies to maintain high standards in hostel facilities, training infrastructure, and overall trainee welfare.</p>

                <title>SKUAST-K, KVK Kupwara Organise Scientific Farming Outreach in Machil</title>

                                    <content:encoded><![CDATA[<a href="https://www.dailyheadlinestoday.com/education/skuast-k-kvk-kupwara-organise-scientific-farming-outreach-in-machil/article-9023"><img src="https://www.dailyheadlinestoday.com/media/400/2026-05/img-20260521-wa0022.jpg" alt=""></a><br /><p>Kupwara, May 21:A comprehensive awareness-cum-training programme on vegetable cultivation, potato production, vermicomposting, and natural farming was organized by Krishi Vigyan Kendra Kupwara in collaboration with the Division of Olericulture, Faculty of Horticulture at the far-flung border area of Machil in district Kupwara.</p>
<p> </p>
<p>The programme witnessed overwhelming participation of around 300 farmers, including a large number of youth and women farmers from the area. The main objective of the programme was to create awareness among the farming community regarding scientific vegetable cultivation, natural farming, vermicompost preparation, and livelihood generation through agriculture and allied sectors.</p>
<p> </p>
<p>During the programme, a large quantity of agricultural inputs was distributed among the farmers to encourage vegetable cultivation and improve farm productivity in the region. Around 70 quintals of high-quality potato seed were distributed among selected farmers. Besides this, plastic buckets, vermicompost units, and seeds of 16 different vegetable varieties were also provided for the promotion of kitchen gardening and nutritional security.</p>
<p> </p>
<p>Speaking on the occasion, Dr. GM. Bhat highlighted the importance of sustainable and eco-friendly farming practices. He elaborated on the preparation and benefits of vermicompost and stressed the adoption of natural farming techniques for maintaining soil fertility, reducing input costs, and producing healthy food. He said that integrated vegetable cultivation and natural farming can significantly improve the socio-economic condition of rural farmers, especially in remote border areas like Machil.</p>
<p> </p>
<p>Dr. Ashfaq Abidi delivered an informative lecture on scientific potato cultivation practices and explained various aspects related to seed treatment, sowing methods, nutrient management, disease control, irrigation, and harvesting techniques for achieving higher productivity under local climatic conditions.</p>
<p> </p>
<p>Dr. Faheema spoke in detail about scientific vegetable cultivation and management practices. She guided farmers regarding seasonal vegetable cultivation, nursery management, pest and disease control, balanced fertilizer application, and protected cultivation for enhancing vegetable production and farm income.</p>
<p> </p>
<p>Among others, Dr. Ummia Masoodi emphasized the need for scientific cultivation of agricultural crops for livelihood generation and highlighted the importance of adopting modern farming technologies for improving the rural economy and employment opportunities.</p>
<p> </p>
<p>Scientists from the Division of Vegetable Science and KVK Kupwara also interacted with the farmers and provided practical guidance regarding improved farming technologies, vegetable production, entrepreneurship opportunities, and rural employment generation. The experts encouraged unemployed youth to adopt agriculture and vegetable farming as a profession and become self-reliant through modern scientific farming practices.</p>

<p>Dr. G. M. Bhat thanked the Hon’ble Vice-Chancellor of Sher-e-Kashmir University of Agricultural Sciences and Technology of Kashmir and Director Extension Education for their continuous support and cooperation. He stated that the programme was organized in the remote border area as per the directions of the Vice-Chancellor with the objective of extending scientific agricultural technologies to the farming community at their doorstep.</p>

<p>The participating farmers appreciated the efforts of SKUAST-K and KVK Kupwara for organizing such a beneficial programme in the remote border area and expressed gratitude for providing quality seed material, vermicompost units, and technical guidance.</p>

<p> </p>
<p>Addressing media persons and party workers, the Deputy Chief Minister said that Sajad Gani Lone remained an ally of the BJP for nearly 12 years but did not struggle for the development of Handwara Bus Stand or other major public demands. He questioned why the BJP-led Central Government did not respond to Lone’s demands at that time, while criticizing the National Conference government for approaching Prime Minister Narendra Modi for developmental projects in Jammu and Kashmir.</p>
<p> </p>
<p>He said that the National Conference led government under Chief Minister Omar Abdullah is committed to ground-level development and public welfare across Jammu and Kashmir, particularly in both areas of Handwara and Kupwara.</p>
<p> </p>
<p>Referring to the bridge inaugurated at Drugmulla, Surinder Choudhary said the project had remained pending for the last 14 years and was completed within a year after the formation of the NC government in the Union Territory. He termed it an example of the “work culture” of the National Conference government.</p>
<p> </p>
<p>The Deputy CM also accused the PDP and People’s Conference of being responsible for the erosion of Jammu and Kashmir’s special status due to their alliance with the BJP. He said the NC has made immense sacrifices for the nation and does not need a certificate of nationalism from anyone.</p>
<p>Highlighting developmental works, he cited the completion of the Kamerwari-Srinagar bridge as another major achievement of the Omar Abdullah-led government. He assured the public that all promises mentioned in the National Conference election manifesto would be fulfilled.</p>
<p> </p>
<p>Surinder Choudhary announced that the Handwara Bus Stand would be macadamized within the next seven days and directed the concerned departments to ensure quality work along with timely completion. He further stated that the Labour Department would identify a suitable location for the construction of a long passenger shed for commuters.</p>

<p>In a direct jibe at MLA Handwara Sajad Gani Lone, the Deputy Chief Minister alleged that Lone never approached or invited the government for developmental works in Handwara. However, he assured that all genuine public issues of the constituency would be resolved through the efforts of Rajya Sabha Member Choudhary Mohammad Ramzan.</p>

<p>The Deputy CM claimed that Rs 70 to 80 crore have been sanctioned by the National Conference leadership for various developmental projects in Handwara constituency.</p>

<p>Rajya Sabha Member Choudhary Mohammad Ramzan also criticized the developmental approach of the MLA Handwara, alleging that public issues were being ignored while visits were limited to formal engagements. He reiterated that the National Conference remains committed to the welfare and development of the people of Handwara.</p>

<p>Earlier, the Deputy Chief Minister visited the residence of Member of Parliament Sheikh Abdul Rashid and MLA Langate Khursheed Ahmad Sheikh to offer condolences following the demise of their father. He was accompanied by Member of Parliament Choudhary Mohammad Ramzan and Uri MLA Sajjad Shafi.</p>

<p>Choudhary described the visit as a personal and humanitarian gesture, saying political leaders often stand with one another in times of grief irrespective of political affiliations. They said that supply chains have been severely affected in recent months, leading to shortages and escalating operational costs for printing presses.</p>
<p>The Association said that increasing expenses related to electricity, transportation and raw materials have made newspaper printing significantly more expensive, placing the industry under severe financial strain.</p>
<p>Addressing the meeting, Bilal Qureshi said the impact of ongoing global tensions is being directly felt by the local printing sector. He stated that the unprecedented rise in the cost of printing materials has left printing presses with no alternative but to revise newspaper printing charges.</p>
<p>The Association warned that if the present situation continues, many small and medium-sized printing establishments may struggle to continue operations.</p>
<p>During the meeting, members unanimously appealed to newspaper owners across the Valley to cooperate with printing presses during the difficult period to protect the interests of both the newspaper industry and the printing sector.</p>
<p>The participants also expressed hope that the current crisis could be managed through collective efforts and coordinated planning. <p>The meeting reviewed the implementation of MGNREGA during FY 2026–27, including the status of estimates, person-day generation, geotagging of assets, irrigation works, pending material claims, and e-KYC of workers. <p>The meeting was attended by Director RDD Kashmir Riyaz Ahmad Wani, Director RDD Jammu Shahnaz Akhtar, Additional Secretary Waseem Raja, Superintending Engineers (REW) Jammu/Kashmir, Assistant Commissioners Development (ACDs), Executive Engineers (REW), and other officers.</p>

<p>During the review, the Secretary directed all ACDs to place substantial emphasis on person-day generation under MGNREGA, reiterating that employment generation remains central to strengthening rural livelihoods and providing economic support to vulnerable households.</p>

<p>He stressed that field functionaries should expedite the execution of approved works, ensure timely opening of worksites, and facilitate demand-driven labour engagement at the grassroots level to achieve intended outcomes.</p>
<p> </p>
<p>Aijaz Asad further directed both Directors of RDD to personally monitor person-day generation across all districts and ensure a significant acceleration in the pace of work execution.</p>
<p> </p>
<p>The Secretary instructed officers to separately identify and prioritise desilting works and other labour-intensive activities so that labour-oriented works are taken up on priority to enhance employment generation under MGNREGA.</p>
<p> </p>
<p>Reviewing the status of estimates under MGNREGA, he expressed concern over delays in technical approvals and directed district officers to expedite the process.</p>
<p> </p>
<p>Regarding the “One Panchayat, One Playground” initiative, officials informed that 2,402 Gram Panchayats already have playgrounds, while proposals for uncovered panchayats requiring new playgrounds have been incorporated in the Annual Action Plan (AAP) for 2026–27.</p>

<p>The Secretary directed that every Gram Panchayat should have at least one playground to promote sports and create recreational spaces for youth.</p>
<p>He asked the officers to coordinate with the Deputy Commissioners concerned to ensure availability of suitable land for development of playgrounds in Panchayats where such facilities are not available.</p>
<p>He also reviewed the progress of e-KYC of MGNREGA workers. It was informed that e-KYC of over 18.11 lakh workers has been completed out of 20.94 lakh registered workers across the UT.</p>

<p>While reviewing Yuktdhara planning, the Secretary directed districts to ensure swift conversion of planned works into active projects. The meeting noted that works from the Yuktdhara portal had been received from 79 percent of Gram Panchayats across the UT.</p>
<p> </p>
<p>Progress under Phase-I and Phase-II of GeoMGNREGA tagging was also assessed. Officials informed that over 6.13 lakh assets had been accepted, while around 20,535 cases remain pending for further action.</p>
<p> </p>
<p>Special emphasis was laid on the desilting of irrigation khuls under MGNREGA and convergence with the Irrigation and Flood Control Department. It was reported that 805 irrigation-related works had been taken up across Kashmir division, while 89 works were under execution in Jammu division.</p>
<p> </p>
<p>Reviewing PMAY-G, officials informed that out of 3.35 lakh sanctioned houses, over 3.24 lakh houses had been completed, achieving 97 percent completion across Jammu and Kashmir, with pending houses to be completed in a month. </p>
<p>The meeting also reviewed the progress of ongoing UT Capex works, including community development and Panchayat infrastructure projects, DDC and BDC office buildings, residential accommodations, and Panchayat Ghars.</p>]]></content:encoded>

<p>The Secretary emphasized that the Supreme Court, through its various orders especially dated February 19, April 29 and May 5, 2026, has issued comprehensive directions to States, UTs, District Collectors and Pollution Control Boards for effective implementation of the SWM Rules, 2026.</p>
<p> </p>
<p>He directed all districts to submit comprehensive plans for door-to-door waste collection across rural areas and submit the same within given timelines for strengthening waste collection systems.</p>
<p> </p>
<p>Aijaz Asad stressed constitution of Village and Block </p>
<p>Sanitation Committees under overall supervision of District Sanitation Committees(headed by DCs), wherever pending to improve coordination, monitoring and implementation of sanitation initiatives.</p>
<p> </p>
<p>He also directed wide dissemination of the SWM Rules, 2026, including translation into regional languages, and called for awareness workshops at UT, district and block/panchayat levels to educate communities on scientific waste management practices.</p>
<p> </p>
<p>The Secretary informed that UT-level action plans had already been submitted in compliance with earlier Supreme Court directions and stressed that the focus must now shift to effective ground implementation and submission of compliance reports as per indicated timelines.</p>
<p> </p>
<p>He reiterated mandatory four-stream waste segregation — wet, dry, sanitary and special care waste — across all rural local bodies without exception.</p>
<p> </p>
<p>The Secretary further directed districts to identify and register all Bulk Waste Generators (BWGs), operationalise Special Cells under Deputy Commissioners for close monitoring of SWM implementation, and ensure scientific management of legacy dumpsites through biomining and bioremediation.</p>
<p> </p>
<p>He stressed effective use of the mWater portal for monitoring sanitation assets and directed that all assets be made fully functional within stipulated timelines. He also warned against open burning of waste, stating that zero-tolerance enforcement would be adopted.</p>

<p>The programme was held at the Faculty of Agriculture, Wadura with the objective of creating awareness among field functionaries of the Agriculture Department regarding scientific production technologies, improved management practices, and the economic potential of niche crops in the Kashmir Valley. More than 40 field functionaries from the Agriculture Departments of Baramulla, Bandipora, and Kupwara districts actively participated in the programme.</p>
<p>Dean, Faculty of Agriculture, Wadura, Prof. Shakeel Ahmad Mir attended the event as the Chief Guest. Addressing the participants, he highlighted the growing importance of niche crops in enhancing farm income, ensuring nutritional security, promoting crop diversification, and strengthening sustainable agricultural development in the region. He stressed the need for adopting modern and climate-resilient technologies to improve productivity and profitability.</p>
<p>The programme was coordinated by Prof. Bashir Ahmad Alie, who elaborated on the objectives and significance of HADP Project No. 2. He emphasized the role of scientific agronomic interventions in promoting niche crop cultivation among farming communities across Jammu and Kashmir.</p>
<p>During the programme, experts conducted field demonstrations on various aspects of niche crop production, including improved crop varieties, nutrient management, irrigation practices, weed management, and sustainable crop production technologies. Participants actively interacted with scientists and experts, discussing several field-level challenges and opportunities associated with niche crop cultivation.</p>
<p>The participants appreciated the efforts of the Division of Agronomy, Faculty of Agriculture, Wadura for organizing such awareness and interaction-oriented programmes that facilitate the dissemination of innovative agricultural technologies among stakeholders.</p>

<p>Kupwara, May 13: In a powerful show of unity against drug abuse and narco-terrorism, a massive and historic Pad Yatra was organized in north Kashmir’s Kupwara under the ongoing Nasha Mukt Bharat Abhiyan.</p>
<p> </p>
<p> The awareness march witnessed enthusiastic participation from thousands of people, including students, civil society members, transporters, traders, social activists, government employees, elected representatives, police and civil officers, and officials from across the district.</p>
<p> </p>
<p>The Pad Yatra was led by Manoj Sinha from Government Boys Higher Secondary School Kupwara to Main Chowk Kupwara, sending a strong message against the growing menace of drug abuse and drug trafficking in society.</p>
<p> </p>
<p>Addressing the gathering, the Lieutenant Governor described drugs and terrorism as “two sides of the same coin” and reiterated the administration’s commitment to uprooting the drug network operating in the Union Territory.</p>
<p>“We will cut all oxygen lines of this plant. In the coming days, there will be fast and strong action against drug peddlers in Kupwara district,” the Lieutenant Governor asserted while emphasizing that narco-terror networks were directly responsible for fueling violence and instability in Jammu and Kashmir.</p>
<p> </p>
<p>Challenging critics of the Nasha-Mukt Jammu Kashmir Abhiyan, Sinha said that if even a single innocent person was unfairly targeted during anti-drug operations, action would be taken immediately. However, he questioned those attempting to shield drug smugglers and said society must decide whether such elements should face strict consequences or not.</p>
<p> </p>
<p>“The people of Jammu and Kashmir are clear and firm in their resolve. They want stringent action against drug smugglers, and when people unite, no force can stop us,” he said.</p>
<p> </p>
<p>Referring to his interaction with women from Dardpora village, the Lieutenant Governor said they had shared painful experiences of how drug smuggling financed weapons used against innocent families.</p>
<p> </p>
<p>“That is why I say loud and clear that drug traffickers and terrorists are inseparable partners in crime,” he remarked.</p>
<p> </p>
<p>Highlighting the administration’s intensified crackdown on narcotics networks, Sinha revealed that properties worth crores had been seized, illegal assets confiscated, and passports of 15 smugglers recommended for cancellation. He added that more than 730 smugglers and peddlers had been arrested as part of the ongoing anti-drug drive.</p>
<p> </p>
<p>The Lieutenant Governor also stressed the importance of channeling youth toward education, sports, and positive social activities to build a healthy and drug-free society. On the occasion, he unveiled trophies for the Kupwara Forest League organized by the Forest Department and the Volleyball Championship under the Nasha Mukt J&amp;K Abhiyan by the Youth Services and Sports Department.</p>

<p>He also felicitated winners of the reel-making competition organized to spread awareness against drug abuse among the youth.</p>

<p>During his visit, the Lieutenant Governor reiterated the government’s commitment toward the development of frontier villages in Kupwara district. Referring to his visit to Trehgam village, he said several developmental projects were inaugurated and foundation stones laid to improve infrastructure and living conditions in border areas.</p>

<p>“Every village deserves all-weather roads, modern schools, and abundant opportunities for the youth. Our vision is to transform Kupwara’s border villages into model villages,” he said.</p>

<p>The camp was organized by Quality Health Care Hospital Drugmulla Kupwara in collaboration with the District Administration Kupwara and the Indian Army’s 8 Sector. The programme focused on providing accessible healthcare services to people living in far-flung areas while simultaneously creating awareness about drug de-addiction and preventive healthcare.</p>
<p>The medical camp was formally inaugurated by Shrikant Suse in the presence of senior officials from the Indian Army, Managing Director of Quality Health Care Hospital Dr. Abdul Majeed, along with civil officers, social activists, and religious dignitaries from the district.</p>
<p>A dedicated team of specialist doctors from Government Medical College Handwara, assisted by paramedical staff, provided free medical consultations, diagnostic tests, and medicines to hundreds of patients. Residents from different parts of Kupwara district, including women, children, and elderly citizens, attended the camp in large numbers.</p>
<p>According to officials, nearly 300 to 500 people benefited from the health camp, making it one of the significant healthcare outreach programmes in the area. On-the-spot medical examinations and diagnostic screenings were conducted to ensure timely diagnosis and treatment of various health issues.</p>
<p>The initiative received widespread appreciation from local residents, many of whom expressed gratitude to the organizers for bringing quality healthcare facilities directly to their doorstep. They stated that such medical camps are highly beneficial for remote regions where access to specialized healthcare services remains limited.</p>
<p>Apart from healthcare services, the programme also emphasized the importance of combating drug abuse. Religious scholars and speakers highlighted the harmful effects of narcotics in the light of Islam and the teachings of the Holy Quran. Around 500 participants, including youth, students, women, and senior citizens, attended the awareness programme and pledged their support toward making Kupwara a drug-free district.</p>
<p>Speaking to the media, Deputy Commissioner Shrikant Suse said that the anti-drug campaign would be intensified in the coming days with active involvement from government departments and the general public. <p>The transformation of the village into a major tomato cultivation hub has been made possible through the continuous efforts and scientific guidance provided by (SKUAST-K) and the Agriculture Department, which have been actively promoting modern and scientific farming practices among local farmers.</p>
<p> </p>
<p>Continuing its farmer outreach initiatives, the Division of Vegetable Science, Faculty of Horticulture, SKUAST-K, in collaboration with (KVK Kupwara), organised an impressive input and seed distribution programme at Hachmarg village under the Tribal Sub-Plan (TSP) project titled “Transforming Tribal Agriculture in Kashmir: A Comprehensive Vegetable Development Initiative.”</p>
<p> </p>
<p>During the programme, vegetable seeds and agricultural toolkits were distributed among around 150 farmers to promote scientific vegetable cultivation and strengthen the livelihood of tribal farming communities in the remote Ramhal area.</p>
<p> </p>
<p>The scientists and experts present on the occasion encouraged farmers to adopt improved and scientific vegetable production technologies for enhancing productivity, better income generation and sustainable livelihood security.</p>

<p>The programme was attended by Prof. Ishfaq Abidi, Head Division of Vegetable Science; Mohammad Iqbal Choudhary, CEO Seeds SKUAST-K; Prof. G.M. Bhat, Head KVK Kupwara; Dr. Asima Amin, Assistant Professor and Principal Investigator of the TSP Project; Dr. Mohammad Mudasir Magray, Assistant Professor, besides other teaching and non-teaching staff members from SKUAST-K and KVK Kupwara.</p>

<p>Addressing the gathering, Chief Guest Mohammad Iqbal Choudhary and other experts spoke in detail about scientific farming techniques, modern cultivation tools and the importance of adopting advanced vegetable farming practices. The speakers also highlighted the role of SKUAST-K Vice Chancellor Prof. Nazir Ahmad Ganie, Director Extension Prof. Raihana Habib Kanth and Prof. Haroon Rashid in implementing various developmental projects under TSP, JKCIP and other farmer welfare schemes in Kupwara district.</p>

<p>Farmers of the village appreciated the continued support and regular field visits by SKUAST-K scientists and officials.                 <title>Students, Daily Passengers Hit by Sudden Fare Hike in Dist Kupwara </title>

<p>The controversy follows the government’s Passenger Fare Revision 2026 order issued under S.O. Notification No. 126 and Notification No. 01-P-MVD of 2026 dated April 29, 2026. However, before formal implementation by authorities, several transport associations, particularly in Handwara sub-division, reportedly circulated and began enforcing their own fare charts for different routes.</p>
<p>Passengers claim the sudden hike has led to arbitrary overcharging. Javid Ahmad, a resident of Kulangam, said he had to pay Rs 20 extra for a short journey compared to the previous fare. “There is no official clarity, yet we are being forced to pay more,” he said.</p>
<p>Students from Monabal village in Mawar area expressed serious concern, alleging they are now being charged Rs 15 for a 3-kilometre ride, up from Rs 5 earlier. “We belong to poor families. This increase is unjustified and unaffordable,” they said.</p>
<p>While talking to HEADLINESTODAY, the Assistant Regional Transport Officer (ARTO) Kupwara has clarified that no additional fare charges are applicable at present. He stated that the revised fares are yet to be officially implemented and that it may take a few days to finalize route-wise rates. Commuters, he said, should continue paying the existing fares until formal notification.</p>
<p>Meanwhile Tehsildar Handwara Vikram Jeet Singh has urged the ARTO office to expedite the process and warned transport unions against issuing or enforcing self-made fare lists. He stressed that only the competent authority can finalize and notify fare structures.</p>
<p>The public, particularly students and daily commuters, has appealed to authorities to conduct ground level verification of route distances with departments like R&amp;B and PMGSY and ensure fair implementation of the revised fare order.</p>
<p>The situation underscores growing concerns over unregulated fare hikes and the need for swift administrative intervention to protect commuters from exploitation.</p>]]></content:encoded>

<p>The marathon commenced from Qalamabad Market and culminated at the grounds of Government Boys High School Hangah Langate. Participants displayed high energy and determination throughout the race, making the event both competitive and inspiring.</p>

<p>At the conclusion of the race, ten chest numbers were selected as top performers, out of which three winners were awarded cash prizes and certificates of appreciation. Pankaj Sharma from Udhampur secured the first position and was awarded Rs 10,000. The second prize was bagged by Tahir Aziz from Kupwara, while Rizwan Hassan from Ganderbal claimed the third position.</p>

<p>The event was attended by several prominent personalities including former DDC Mawar Khursheed Ahmad Dar, gold medalist and Chairman of Pharou Youth Federation Noorul Shabaz, SHO Qalamabad Sameer Altaf, concern Indian Army Officer, Principal of Govt Boys High School Hangah, General Secretary of Traders Federation Handwara Ab Rashid Malik, along with other civil society members, local youth, and students from various schools.</p>

<p>The Secretary said the District Sanitation Plans must begin with Panchayat-wise mapping of existing rural sanitation infrastructure created by the Department, including Segregation Sheds, Plastic Waste Management Units (PWMUs), compost pits, soakage facilities, waste collection points, transport vehicles and other sanitation assets, so that these are effectively integrated into the waste collection chain.</p>
<p>He instructed districts to design Panchayat-wise collection routes, assess manpower needs and establish linkages between household waste collection and scientific processing/disposal facilities. He added that cluster-wise review meetings would be held after submission of district plans.</p>
<p>The Secretary stressed that several sanitation assets in the past had been created at unsuitable locations and therefore future planning must ensure optimum utility, accessibility and long-term sustainability.</p>
<p>He further directed strict implementation of the Solid Waste Management Rules-2026, making four-stream segregation at source mandatory—wet waste, dry waste, sanitary waste and special care waste. Domestic hazardous waste such as medicines, paints and thermometers, he said, must also be separately handled.</p>
<p>To ensure sustainability, Mohammad Aijaz Asad said that dedicated funds have now been earmarked as a dedicated allocation for door-to-door collection, segregation and operation &amp; maintenance of sanitation assets. However, he emphasised that user charges must be regularly collected so that the system remains financially viable.</p>
<p>He observed that waste management should not become a “leaking bucket” dependent only on repeated government funding, adding that long-term success depends on community ownership, cost recovery and efficient local management.</p>
<p>Emphasising citizen participation, he said strong IEC campaigns are essential and identified tourist destinations, markets, hospitals, schools, urban-rural fringe zones and legacy waste sites as special focus areas.</p>
<p> </p>
<p>District administrations were also directed to maintain zero tolerance against roadside dumping, animal dung accumulation along village roads, choked drains and open burning of waste.</p>
<p> </p>
<p>The Secretary asked districts to verify sanitation coverage data, especially where limited coverage has been reported and directed Assistant Commissioners Panchayats to reconcile figures with Deputy Commissioners before finalisation of plans.</p>

<p>Langate,Apr,24:In the early hours of Saturday, a devastating fire broke out at approximately 2:00Am. in the residence of Mohd Dilawar Mir, son of Gh Qadir Mir, a labourer by profession and resident of Ward No. 10, Muqdam Mohalla in Langate Town .The blaze caused extensive damage to the house, reducing a significant portion of the structure to ruins.</p>
<p>Acting promptly upon receiving the distress call, personnel of the Indian Army, along with the local police team from Langate Police Post, rushed to the scene without delay. They were soon joined by the Handwara Fire Brigade, and a coordinated firefighting operation was launched.</p>
<p>Using fire extinguishers and a water bowser, the joint teams worked tirelessly to contain the flames, preventing the fire from spreading to adjacent houses in the densely populated locality. Their swift and decisive response averted what could have escalated into a major disaster.Fortunately, no casualties or injuries were reported in the incident. However, the house suffered severe damage, leaving the affected family in distress.</p>
<p>Local residents lauded the timely intervention of the forces. “The quick action by the Army ensured that nearby homes were saved,” said one eyewitness, expressing gratitude for the prompt response.</p>

<p>Awareness-cum-Seed Distribution Programme was organized today by the Sher-e-Kashmir University of Agricultural Sciences and Technology of Kashmir in collaboration with Krishi Vigyan Kendra Kupwara. The event witnessed enthusiastic participation of more than 300 farmers from across the district, including Langate, Lolab, Rajwar, Teetwal, Machil, Budnambal, Mawar, and Bramri.</p>
<p>The programme aimed at educating farmers on modern vegetable cultivation practices, scientific interventions, and improved farm management techniques to enhance productivity and sustainability. Experts stressed the need for adopting climate-resilient technologies, quality planting material, and integrated crop management practices to boost yield and income.</p>
<p>Deputy Superintendent of Police Kupwara, who attended as the Chief Guest, lauded the efforts of agricultural institutions in empowering the farming community. He underlined the significance of awareness and institutional support in building a self-reliant and progressive rural economy.</p>
<p>A team of scientists from the Division of Vegetable Science, including Prof. Ishfaq Abidi and Prof. Syed Faheema, shared expert insights on advanced vegetable production, pest and disease management, and the use of improved seed varieties.</p>
<p>On the occasion, 220 quintals of scientifically developed potato seed were distributed among farmers under the Tribal Sub Plan (TSP) programme sponsored by Indian Council of Agricultural Research, Shimla. The initiative is expected to significantly enhance crop productivity and improve farmers’ livelihoods in the district.</p>
<p>Farmers and local participants expressed gratitude for the continued support and guidance of Vice Chancellor Prof. Nazir Ahmad Ganai, Director Extension Prof. Raihana Habib Kanth, and the entire team of KVK Kupwara. Special appreciation was extended to Head KVK Kupwara, Prof. G.M. Bhat, for his leadership in organizing such impactful programmes.</p>

<p>Raising impactful slogans and carrying vibrant placards, participants also transformed the streets of Langate town into a strong platform of awareness, highlighting the harmful effects of drug abuse and the urgent need for collective action.</p>
<p>The march commenced from Boys Higher Secondary School Langate to Langate Chowk and passed through major streets and markets of Langate town, drawing public attention and energising the anti-drug campaign at the grassroots level. Participants also took the Nasha Mukt pledge, reaffirming their commitment to stand united against substance abuse at the playground of GBHSC Langate.</p>
<p>The awareness programme culminated at the playground of Government Higher Secondary School Langate, where thousands of people from different walks of life assembled. <p>According to eyewitnesses, shortly after the peaceful conclusion of a Nasha Mukt campaign, students from various areas of Langate and Qaziabad were returning to their homes and schools when labourers engaged in road widening work felled a large Chinar tree near the Bachawara–Kralgund crossing on the Handwara Baramulla stretch.</p>
<p> </p>
<p>Locals alleged that the tree was cut and brought down directly onto the road without prior branch trimming, safety gear, or any temporary traffic restrictions. The sudden operation resulted in a complete blockage of the highway for nearly 20 to 25 minutes, disrupting traffic movement on this crucial route.</p>
<p> </p>
<p>A local passenger expressed concern, stating that such negligence could have had serious consequences. “If there had been a medical emergency or a fire incident in the area during that time, who would have been responsible?” he questioned.</p>
<p> </p>
<p>Residents have demanded strict adherence to safety guidelines during such operations, including advance precautionary measures like traffic regulation, proper equipment for workers, and public warnings. They have also called for action against the contractor responsible for the lapse.</p>
<p> </p>
<p>Meanwhile, personnel from the Indian Army’s Road Opening Party (ROP), who were on duty in the area, played a crucial role in clearing the blockage and restoring normal traffic flow within 20–25 minutes.</p>
<p>When contacted, the Deputy Commissioner of Kupwara acknowledged the importance of the highway project, stating that it is being carried out as per established guidelines.</p>
<p> “We have already instructed the concerned construction agency to strictly follow all rules and procedures,” he said.</p>
