The highway project is considered the need of the hour, aimed at strengthening infrastructure and improving accessibility to remote and border areas. However, concerns have been raised regarding the manner in which construction activities are being executed on the ground.

According to eyewitnesses, shortly after the peaceful conclusion of a Nasha Mukt campaign, students from various areas of Langate and Qaziabad were returning to their homes and schools when labourers engaged in road widening work felled a large Chinar tree near the Bachawara–Kralgund crossing on the Handwara Baramulla stretch.

Locals alleged that the tree was cut and brought down directly onto the road without prior branch trimming, safety gear, or any temporary traffic restrictions. The sudden operation resulted in a complete blockage of the highway for nearly 20 to 25 minutes, disrupting traffic movement on this crucial route.

A local passenger expressed concern, stating that such negligence could have had serious consequences. “If there had been a medical emergency or a fire incident in the area during that time, who would have been responsible?” he questioned.

Residents have demanded strict adherence to safety guidelines during such operations, including advance precautionary measures like traffic regulation, proper equipment for workers, and public warnings. They have also called for action against the contractor responsible for the lapse.

Meanwhile, personnel from the Indian Army’s Road Opening Party (ROP), who were on duty in the area, played a crucial role in clearing the blockage and restoring normal traffic flow within 20–25 minutes.

When contacted, the Deputy Commissioner of Kupwara acknowledged the importance of the highway project, stating that it is being carried out as per established guidelines.

“We have already instructed the concerned construction agency to strictly follow all rules and procedures,” he said.

He further assured that the matter would be looked into and that immediate notice would be taken to prevent such incidents in the future.

Smart City Bus Expansion Faces Backlash from Rural Transport Sector

Dr Abdul Qayoom

Kupwara,Apr,20:Traffic movement and daily life were partially disrupted across North Kashmir on Monday as private transport operators observed a strike opposing the proposed expansion of government-run Smart City bus services into district and rural routes.

The shutdown call was given by the Transport Welfare Association (J&K), resulting in buses, Sumos, Ecos, Taveras, and other public transport vehicles remaining off the roads in several areas. Commuters in Kupwara, Handwara, Baramulla, Sopore, and Bandipora faced inconvenience, although private vehicles continued to ply normally, preventing a complete breakdown of movement.

Protests and sit-ins were held at multiple bus stands, with one of the largest demonstrations taking place at the Handwara bus stand. Transporters gathered along with their passenger vehicles, raising slogans and voicing concerns about the government’s plan.

Union representatives, including Ajaz Ahmad Mir and Ghulam Mohammad, led the peaceful protest. Participants expressed apprehension that extending Smart City bus services beyond Srinagar into rural belts could significantly impact their livelihoods.

Speaking on the occasion, transporter Ajaz Ahmad Mir said that the existing fleet of Smart City buses has already affected their earnings. “Our daily income has dropped drastically, making it difficult to meet household expenses. We have been facing issues for the past seven years, but our grievances remain unaddressed,” he said.

Another operator pointed out that while the operation of Smart City buses within Srinagar and district headquarters may be manageable, their expansion into far-flung areas would intensify financial pressure, particularly on those repaying vehicle loans.

The protesters warned that thousands of families dependent on private transport services could face economic hardship if the expansion plan proceeds. They urged the government to reconsider and roll back the proposal, citing uncertainty over the future of the private transport sector.

Despite the strike, the situation across North Kashmir remained largely peaceful, with protests confined to designated locations and no reports of any major law and order incidents.

Transport leaders said they would abide by any decision taken collectively by the union in the coming days, indicating that further action may follow if their demands are not addressed.

Langate, Apr,20: In a major crackdown on illegal timber smuggling, the Forest Department Division Langate in coordination with Handwara Police seized a large quantity of illicit deodar timber during a late-night naka checking operation at Shanoo Langate in north Kashmir’s Kupwara district.

According to officials, the joint operation was carried out by Handwara Police, Forest Department officials, and the Forest Protection Force after receiving inputs regarding suspicious movement of timber in the area.

During the naka, two vehicles bearing registration numbers JK-09C-0590 and JK05J-4492 were intercepted and thoroughly checked. Officials found both vehicles loaded with sawn deodar timber being transported without any valid permission or legal documents.

Authorities said a total of 25 timber pieces were recovered from the vehicles, with an estimated volume of 40.91 cubic feet.

The seized timber along with both vehicles was taken into custody on the spot under relevant legal provisions. Officials have launched a detailed investigation to ascertain the source of the timber, ownership details, and intended destination.

The Divisional Forest Officer Langate said that strict legal action would be taken against those involved in the smuggling attempt. He further stated that intensified drives and naka checks will continue across vulnerable areas to curb illegal felling and transportation of forest produce.

A case under the provisions of the Jammu and Kashmir Forest Act, 1927 has been initiated, and further investigation is underway.

Locals say the road is currently in a dilapidated condition, riddled with potholes and posing serious risks to commuters.
Residents alleged that despite repeated appeals, the department has failed to address the worsening condition. “The authorities seem to be in deep slumber. The road is in a shabby state, and vehicles are getting damaged regularly. Children and elderly people are finding it difficult even to walk,” they said.
They said the road had earlier suffered from severe waterlogging due to poor drainage. Following persistent demands, funds were eventually sanctioned and construction work, including the laying of drainage pipes, was initiated. However, the work was abruptly halted just before the holy month of Ramadan and has not resumed since.
As a result, the situation has deteriorated further, with water accumulating on the road, soil subsiding at multiple locations, and the entire stretch turning muddy and unsafe for both pedestrians and vehicles. Residents said the incomplete work has created serious inconvenience, particularly for patients, school-going children and emergency services.
The issue has gained urgency with the approaching Urs of Syed Haji Murad Bukhari (RA), an annual religious event that draws a large number of devotees from across the region. Locals fear that the current condition of the road may lead to severe inconvenience, traffic disruptions and potential safety hazards for visitors.
Adding to the concerns, residents claimed that the contractor had cited alleged threats from certain individuals as a reason for not resuming the work, raising questions over the smooth execution of public welfare projects in the area.
Meanwhile, residents of the Kreeri-Wagoora constituency have appealed to their MLA, Advocate Irfan Hafiz Lone, to intervene and ensure immediate resumption of the work. “We only see politicians during elections. Basic amenities like road connectivity remain neglected,” they said, urging the MLA to visit the area and assess the situation firsthand.
When contacted, Assistant Commissioner Development (ACD) Baramulla, Mudasir Choudhary, said he would verify the status of the project and respond. However, no further response was received, and subsequent attempts to reach him went unanswered, further adding to the residents’ frustration.

Kupwara’s Natural Lifelines in Distress: Time Running Out for Action

Dr Abdul Qayoom

Kupwara,Apr,05:Kupwara district in North Kashmir is blessed with abundant natural water resources, among which Nallah Mawar and Nallah Pohru (locally known as Pharou/Pehru) stand out as the most vital. These perennial streams are not merely water bodies; they are the backbone of life in the region, sustaining drinking water supplies, agriculture, horticulture, and overall livelihoods for nearly 70% of the population.

According to official records of the District Administration Kupwara, along with technical reports of the Central Ground Water Board (CGWB) and District Irrigation Plan under PMKSY, Nallah Mawar originates from the snow-fed Shamsabari mountain ranges. It flows through the Mawar–Qalamabad belt of Handwara before merging into the larger Pohru system. Nallah Pohru itself is formed by the confluence of Kehmil and Lolab nallahs and eventually drains into the River Jhelum near Sopore.

Historically, these streams have been lifelines in the truest sense. In times when road connectivity was limited, they even served as important transport routes between Kupwara and Baramulla. More importantly, they continue to play a crucial role in irrigation networks and groundwater recharge, directly supporting the district’s agrarian economy.

However, this lifeline is now under severe threat.Over the years, unchecked urbanization, unregulated waste disposal, and administrative lapses have turned these once-pristine streams into polluted channels. Sewage from towns and villages flows directly into the nallahs without any treatment. Instead of establishing adequate Sewage Treatment Plants (STPs), drainage systems have been designed to discharge waste straight into these water bodies.

Adding to the crisis is the rampant dumping of solid waste along the banks. Plastic, polythene, and other non-biodegradable materials are visible across stretches in Handwara, Langate, Pharou, and Kupwara. In some areas, even animal carcasses can be seen floating, highlighting the gravity of neglect.

Encroachments and unregulated sand extraction have further disturbed the ecological balance, damaging the natural habitat and reducing the carrying capacity of these streams.

Environmentalists warn that if this trend continues, the damage may soon become irreversible.Despite the formulation of several action plans aimed at intercepting and managing sewage and waste in key towns, implementation remains a distant goal. Projects approved at higher levels are still awaiting funding and execution, reflecting a gap between policy and practice.

The crisis extends beyond these major streams. Smaller water bodies and traditional channels such as Douhgam Koul, Lalkul, Gratkoul, Hardkhari, and Doodkoul are also facing similar neglect, with many either blocked or disappearing entirely.Equally troubling is the lack of accountability at multiple levels. While awareness campaigns, seminars, and social media initiatives are frequently conducted, they have failed to translate into tangible results on the ground. Signboards promoting cleanliness may be visible, but the reality remains unchanged.

This is not solely a government failure; it is a collective one. From authorities to local bodies, and from civil society to individual citizens, everyone shares responsibility for the current state of affairs. The need of the hour is coordinated and sincere action. Establishing functional waste management systems, constructing sewage treatment plants, enforcing strict regulations against dumping and encroachment, and reviving traditional water channels must become immediate priorities.

A few unsung heroes from government departments and civil society continue to work tirelessly for the protection of the environment and natural water resources. Among them is Noorul Shabaz, a young gold medalist from Pharoupeth and founding member of the Pharou Youth Federation, who has taken it upon himself to raise awareness about the deteriorating condition of local water bodies. Calling it a “basic need of the time,” he emphasized that despite repeatedly knocking on the doors of the civil administration, no concrete action has been taken on the ground. He has passionately appealed to the youth to come forward and join hands in safeguarding these vital water resources for future generations.

Local Auqaf committees, religious leaders, civil society groups, and youth organizations must also step forward not just in words, but through meaningful action.Community participation will be key to restoring and protecting these lifelines.

The future of Kupwara depends on the health of its water resources. If Nallah Mawar and Nallah Pohru continue to be neglected, the district risks facing a severe water and environmental crisis in the years to come.
